When put under a lot of stress we act irrationally, and those years of war definitely were incredibly stressfull for the civilians and even more so for the soldiers. We struggle to admit our mistakes, let alone to ask forgiveness. Then again we are human, and we should be allowed to act irrational. It also was certainly wrong to not reimburse all the damage done to these japanese civilians. Even if the american paranoia that led to those internment camps was unfound it was not without reason. It certainly was not right to detain Japanese civilians, however there was a war being fought with outraging cruelty from the opposing side. Yeah, you may have done things that seem atrocious in hindsight, but I'd try to put it into perspective. I as a German would say that WW2 is the one war where the americans can rightfully claim to be the good guys.
